Two charged with murder in death of Carleton Place woman

Two individuals have been arrested and charged with first degree murder in connection with a suspicious death investigation in Carleton Place. They have also been charged with forcible confinement, sexual assault and uttering threats in a separate incident.

In a media release, OPP state that on November 12, 2023, a body was located in the Mississippi River near the Village of Pakenham. The deceased was identified as 50-year-old Rose Kerwin, who was reported missing on November 13, 2023.

As a result of the investigation, on December 19, 2023, two individuals were arrested and charged.

Marcel Lapensee, age 56 from Carleton Place, and Samantha Osborne, age 23 from Iroquois, have been charged with First Degree Murder, contrary to section 235(1) of the Criminal Code (CC).

In a separate investigation, both accused have also been charged in relation to a sexual assault of another victim, which was reported to Lanark OPP on November 15, 2023, with the following offences:

  • Forcible confinement, section 279(2) CC
  • Sexual assault, section 271 CC
  • Uttering threats – cause bodily harm, section 264.1(1)(a) CC

Both accused were held for a bail hearing before the Ontario Court of Justice in Perth on December 19, 2023.

An investigation is being conducted by the Lanark County Detachment of the Ontario Provincial Police (OPP), under the direction of the OPP Criminal Investigation Branch (CIB), with assistance from East and Northeast Region Criminal Operations, members from across the region and OPP Forensic Identification Services (FIS), in conjunction with the Office of the Chief Coroner for Ontario (OCCO) and Ontario Forensic Pathology Service (OFPS).
