‘Open liquor’: OPP charge Belleville resident with impaired driving

The Quinte West Detachment of the Ontario Provincial Police (OPP) has laid charges in an impaired driving investigation. 

Police say that on Sept. 16, at approximately 1 p.m., officers conducted a ride program on Wooler Road, Quinte West. A vehicle was stopped and officers claimed they observed open liquor as well as signs of impairment. An investigation led to the driver being arrested.

Russell Morgan, 66, from Belleville, has been charged with the following offences:

  • Operation while impaired – Blood alcohol concentration (80 plus) – Criminal Code
  • Drive motor vehicle with open container of liquor – Liquor Licence Act

Charges have not been proven in court.

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Belleville on October 5, 2023. Additionally, the vehicle was impounded for seven days, and their licence was suspended for 90 days.
